Broward is full HVHZ like Miami-Dade, but the technical rules are set county-wide by one body rather than negotiated municipality by municipality.

One rulebook, many permit counters
Broward County's Board of Rules and Appeals sets the technical standards every municipality in the county applies, which makes product approval consistent from Hallandale Beach to Coral Springs. What varies is administration — Fort Lauderdale, Hollywood, Pompano Beach, Pembroke Pines, Sunrise, Coral Springs and the rest each run their own building department with their own queue and submittal format. The practical effect is that the specification does not change as you move around the county, but the timeline does.
The canal network changes the wind calculation
Broward has one of the densest inland waterway networks in the country. Open water upwind raises the exposure category used in the design pressure calculation, so a house on a Fort Lauderdale canal or in Lighthouse Point calculates to higher pressures than the identical plan two miles inland. That affects anchor spacing and sometimes the frame series, not only the glass, and it makes corrosion resistance a specification item rather than a preference on a large share of the county's addresses.
Two housing eras, two conversations
Eastern Broward — Fort Lauderdale, Hollywood, Pompano Beach, Dania Beach, Oakland Park — is largely 1940s–70s stock where original aluminium frames are common, openings have moved with settlement, and bedroom egress regularly fails current clear-opening minimums. Western Broward — Weston, Miramar, Pembroke Pines, Parkland, much of Coral Springs — is 1980s–2000s master-planned housing where the binding constraint is usually the HOA's approved-manufacturer list rather than the code, and where a large share of homes have builder-grade shutters to upgrade rather than nothing at all.
Wind mitigation credits carry the payback in the east
Because so much eastern Broward stock predates the current code, the insurance argument is usually where the numbers work. A wind mitigation inspection after installation documents opening protection for the whole structure — and it is assessed whole-structure, which is why replacing most but not all openings frequently produces no credit at all. Your carrier sets the actual reduction, so we do not quote a percentage; what we do is make sure the final inspection sign-off and paperwork are in a state your inspector can work from.
